Participatory Budgeting system in Yamal-Nenets autonomus okrug, Russia
Who is the proposal being submitted by?
YaNAO regional participatory budgeting (PB) support system – is a comprehensive initiative led by the regional MoF aimed at strengthening and scaling up of PBs in municipalities. Its key elements designed in the partnership with the World Bank include:
1. Systematic capacity building and methodological support to municipalities implementing PB. “Lego” type PB methodology for municipalities was designed in participatory way based on the best international experiences; customized training are being delivered on a regular basis to local stakeholders (municipal authorities, NGOs, volunteers, school students and teachers, etc.).
2. Support to innovations including (i) promoting “inclusive PB” through assistance to municipalities in engaging disabled and indigenous people at each stage of the PB project cycle; (ii) promoting School PB through financial support to all schools in YaNAO municipalities, and support of the new brand Summer PB Camp initiative where school students from various municipalities jointly learn PB fundamentals in a game format.
3. Monitoring and evaluation of municipal PBs, and dissemination of best practices. All PB processes in municipalities are evaluated by the regional MoF based on the formal criteria (e.g. PB budget, level of citizens’ participation and co-financing); best 3 municipal practices are rewarded with grants (US$75,000).
This system resulted in rapid scale-up of diversified PBs using various models for different types of municipalities. In 2018-2019 the number of municipalities implementing PBs has increased 3 times (from 9 to 26), the number of projects implemented has grown 3.6 times (from 19 to 69), and the total budget – 4.3 times (from US$0.27 mln to US$1.17 mln). School PBs are functioning in all 125 public schools of YaNAO.
Why is this an innovative practice? (maximum 150 words)
YaNAO regional PB support system is innovative in several important ways: (i) it creates a set of effective incentives to municipalities for implementing PB without obliging them to do it; (ii) it supports diversity of municipal practices through learning from and sharing the variety of international best practices; (iii) it supports innovations (“inclusive” PB, School PB, Summer PB Camp, etc.) both financially and through the developed methodological and capacity building system. YaNAO approach on testing and supporting diversified municipal PB models is particular important in the current Russia context with the rapidly growing demand for developing municipal PBs. In this context YANAO has become a knowledge generating site of a national importance where various approaches, models and mechanisms are being tested and piloted for future scale up.
1. Renforcement systématique des capacités et appuis méthodologiques aux municipalités mettant en œuvre des BP. La méthodologie « Lego » de BP pour les municipalités a été conçue sur la base des meilleures expériences internationales de participation ; des formations adaptées sont régulièrement organisées à destination des acteurs locaux (autorités municipales, ONG, volontaires, étudiants et professeurs, etc…).
2. Le soutien aux innovations (i) y compris la promotion des « BP inclusifs » en aidant les municipalités à impliquer les personnes handicapées et autochtones à chaque étape du cycle du projet de BP ; (ii) la promotion de l’école BP à travers un soutien financier à toutes les écoles des municipalités de YaNAO, et le soutien de la nouvelle initiative de colonie de vacances BP lors de laquelle les élèves de diverses écoles de la municipalités apprennent ensemble les fondements du BP sous la forme de jeux.
3. Suivre et évaluer les BP municipaux et la diffusion des meilleures pratiques. Tous les processus de BP dans les municipalités sont évaluées par le MoF régional selon des critères formels (ex : budget du BP, niveau de participation citoyenne et co-financement) ; les 3 meilleures pratiques municipales sont récompensées par des prix (75 000US$).
1. El reforzó sistemático de las capacidades y materiales metodológicos a las municipalidades implementando presupuestos participativos. La metodología “Lego” de los presupuestos participativos para las municipalidades ha sido diseñada con base de las mejores experiencias internacional de participación; capacitación adaptadas a destino de los actores locales son regularmente organizadas (autoridades municipales, ONG, voluntarios, estudiantes y profesores, etc…).
2. El apoyo a las innovaciones (i) incluyendo la promoción de los “presupuestos participativos inclusivos” ayudando a los municipios a recurrir a personas con discapacidad y autóctonas en cada etapa del ciclo del presupuesto participativo; (ii) la promoción de la Escuela Presupuestos Participativos a través de un apoyo financiero a todas la escuelas de las municipalidades de YaNAO, el apoyo a la nueva iniciativa de Campamiento de Verano Presupuestos Participativos durante lo cuál los alumnos de diversas escuelas de las municipalidades aprenden juntos los fundamentos del presupuesto participativo con juegos.
3. Seguir y evaluar los presupuestos participativos municipales y la difusión de las mejores prácticas. Todos los procesos de presupuestos participativos en las municipalidades son evaluadas or el MoF según criterios formales (ex: presupuesto del presupuesto participativo, nivel de participación ciudadana y co-financiamiento); las 3 mejores prácticas municipales reciben un premio de 75 000US$.
