Online public consultation for the revision of the Strategic Plan of the State of Nuevo León
The Nuevo León Council (CONL) is a trans-sexennial, non-partisan, consultative and proactive body of the State in strategic planning and its evaluation, composed of the private sector, civil society, public administration and academia. In 2015, the Strategic Plan for the State of Nuevo León was published, and they decided that the law must be reviewed periodically to update diagnoses and adjust objectives and/or goals.
Consejo Nuevo León, in the framework of the review of the Strategic Plan initiated in 2019, carried out an online public consultation through the Participa and Inteligencia platforms.
The Plan review process was designed by the National Public Policy Laboratory (LNPP) of the Centre for Economic Research and Teaching (CIDE) based on recommendations made by the Organisation for Economic Co-operation and Development (OECD) to improve the State's monitoring and evaluation system.
The review process has 5 phases:
- Preparation of diagnostics
- Working groups
- Drafting and design
- Review
- Publication
Stage 3 resulted in new drafts of the Plan that were submitted for public review in a democratic, diverse and participatory public feedback process.
With the COVID-19 pandemic and the resulting confinement, the review was threatened and the CONL team and the LNPP designed a public consultation process to validate the draft Plan and define the indicators and targets of the updated Plan in a digital ecosystem.
The online consultation consisted of two processes based on the use of online digital platforms:
- Participa.conl.mx: a consultation of the draft chapters was carried out.
- Inteligencia.conl.mx: collective intelligence exercises were carried out for the validation and identification of indicators, as well as the definition of long-term goals.
Participa.conl.mx is a platform deployed on PubPub, developed by Knowledge Futures Group, a non-profit organisation founded between MIT Press and MIT Media Lab. Participa.conl.mx allowed for real-time review of the Plan's drafts among institutions, commission members and state public administration, as well as all interested Neolonians. This was done with contributions and discussions among users and with the contribution of institutional positions by local, national and international organisations on the comprehensiveness of the Plan.
Inteligencia.conl.mx is based on the collaboration between CONL and CIDE's LNPP for the methodological development and implementation of an online platform of a participatory nature, which would incorporate the collective intelligence of various specialists for the identification and validation of indicators and the establishment of long-term goals.
The experience was successful and a specialised guide was created to freely replicate the participa.conl.mx process. In addition, PubPub recognised the exercise as a success story and is seeking to make inteligencia.conl.mx open source. Thanks to this exercise, the revised Strategic Plan is now more robust, comprehensive and complete than the previous version.
