Source: {"body":{"en":"<p>The Municipality of Cordoba (Argentina) developed the Municipal Decentralisation and Deconcentration Plan, to achieve proximity to the neighbours of the city. The aim is to provide the Neighbourhood Centres (CV in Spanish) with governance capacity in the new context of complexities and challenges they face.</p><p>The following topics of common interest were identified as a result of the joint work of the CV authorities and the Municipality of Cordoba:</p><p>- Greater transparency in the electoral processes for new authorities.</p><p>- Encouraging the participation of young people over 16 years of age.</p><p>- Gender perspective in the Neighbourhood Centres.</p><p>- Further extension of mandates to 3 years.</p><p>- Incorporation of the Neighbourhood Centres into the Ciudadano Digital (CIDI) platform.</p><p><br></p><p>The main actions carried out are the following.</p><p>Enactment of Ordinance N°13.006/20, which authorises the&nbsp; &nbsp; CVs to be contracted by the Municipality of Cordoba to carry out tasks arising from their adhesion to the Neighbourhood Development Self-Management Regime. In this way, the contracting ordinance is modified in order to be able to contract CVs directly from the Municipal State.</p><p>A decentralised system has been structured which is crystallised through the Community Participation Centres (CPC), municipal bodies established in the Municipal Charter, and is completed with the action of the CVs. In this way, each CV will be able to survey the most pressing needs of its area and implement public policies in conjunction with the Municipality of Córdoba.&nbsp;</p><p>In 2021, the Neighbourhood Participation Boards and the Neighbourhood Participatory Budget were set up, both instruments of decentralisation established in the Municipal Charter and regulated since 2009.</p><p>At the same time, there is a set of actions that accompany the initiative to move towards a more dynamic and effective relationship with the CVs as protagonists of the progress of the neighbours in a joint work with the Municipality of Cordoba. These include: agreements with governmental, professional and social institutions; economic aid, among others.</p><p>Another mechanism for participation and visibility is the Sowing Citizenship Programme aimed at raising awareness, training and technical assistance to the CVs and social organisations in the city, through alliances with public and private actors in the city.</p>","es":"<p>La Municipalidad de Córdoba (Argentina) desarrolló el Plan de Descentralización y Desconcentración Municipal, para lograr cercanía a los vecinos de la Ciudad. Se pretende dotar a los Centros Vecinales (CV) de capacidad de gobernanza en el nuevo contexto de complejidades y desafíos que se les presenta.</p><p>Se identificaron los siguientes tópicos de interés común como resultado del trabajo conjunto de las autoridades de los CV y la Municipalidad de Córdoba:</p><p>- Mayor transparencia en los procesos electorales de nuevas autoridades.</p><p>- Fomento de la participación de los jóvenes mayores de 16 años.</p><p>- Perspectiva de género en los Centros Vecinales.</p><p>- Más extensión de los mandatos a 3 años</p><p>- Incorporación de los Centros Vecinales a la plataforma Ciudadano Digital (CIDI)</p><p><br></p><p>Las principales acciones que se llevan adelante son las que se señalan a continuación.</p><p>Puesta en vigencia la Ordenanza N°13.006/20, que autoriza a los CV a ser contratados por la Municipalidad de Córdoba para realizar tareas que emanen de su adhesión al Régimen de Autogestión de Desarrollo Barrial. De esta manera, se modifica la ordenanza de contratación a fin de poder contratar directamente a CV desde el Estado Municipal.</p><p>Se ha estructurado un sistema descentralizado que se cristaliza a través de los Centros de Participación Comunal (CPC), organismos municipales establecidos en la Carta Orgánica Municipal, y se completa con la acción de los CV. De esta manera, cada CV podrá relevar las necesidades más imperiosas de su zona, y ejecutar políticas públicas en conjunto con la Municipalidad de Córdoba.&nbsp;</p><p>En el año 2021, se pusieron en marcha las Juntas de Participación Vecinal (JPV) y el Presupuesto Participativo Barrial (PPB), ambos instrumentos de la descentralización establecidos en la Carta Orgánica Municipal y reglamentados desde el año 2009.</p><p>A su vez, existen un conjunto de acciones que acompañan la iniciativa de pasar a un relacionamiento más dinámico y efectivo de los CV como actores protagonistas del progreso de los vecinos en un trabajo conjunto con la Municipalidad de Córdoba. Entre ellas: acuerdos con instituciones gubernamentales, profesionales y sociales; ayudas económicas, entre otras.</p><p>Otro mecanismo de participación y visibilización, es el Programa Sembrando Ciudadanía orientado a la sensibilización, capacitación y asistencia técnica a los CV y organizaciones sociales de la ciudad, a través de alianzas con actores públicos y privados de la ciudad. </p>","fr":"<p>La municipalité de Cordoba (Argentine) a élaboré le plan de décentralisation et de déconcentration municipale, afin de se rapprocher des voisins de la ville. Ainsi, l'ordonnance sur les marchés publics est modifiée afin de pouvoir engager des CV directement auprès de l'État municipal.</p><p>Un système décentralisé a été structuré qui se cristallise à travers les Centres de Participation Communautaire (CPC), organes municipaux établis dans la Charte Municipale, et se complète avec l'action des CV. Ainsi, chaque CV sera en mesure de recenser les besoins les plus pressants de sa région et de mettre en œuvre des politiques publiques en collaboration avec la municipalité de Cordoue.&nbsp;</p><p>En 2021, les Conseils de participation de quartier et le Budget participatif de quartier, deux instruments de décentralisation établis dans la Charte municipale et réglementés depuis 2009, ont été lancés.</p><p>A son tour, il y a un ensemble d'actions qui accompagnent l'initiative pour aller vers une relation plus dynamique et efficace des CV en tant que protagonistes du progrès des voisins dans un travail conjoint avec la municipalité de Cordoue.
